Doctor's don't believe that they or their practices are the problem. They believe that they are responding as best they can to problems caused by pharmaceutical companies hospitals and (especially) Insurance companies and lawyers (including Medicare and Medicaid as insurance companies). Doctors believe that Doctor's and patients both get less from their medical dollar because pharmaceutical companies hospitals insurance companies lawyers (and others including bureaucrats and politicians) get too much.
